Pakistan's ISI operates a secret unit called "S1" (Subversion 1) that has orchestrated terror attacks on India from the 1993 Mumbai blasts to the recent Pahalgam assault, sources told NDTV. A Pakistani Army Colonel heads the unit, with officers codenamed 'Gazi 1' and 'Gazi 2' managing active operations. Headquartered in Islamabad, S1 primarily uses drug money for funding. Operating for 25 years, India's agencies recently decoded its full activities. Personnel are bomb-making experts with detailed Indian maps, trained in small arms handling. They infiltrate terror training camps of Jaish-e-Mohammed, Lashkar-e-Taiba, and Hizbul Mujahideen, disguising themselves with beards and ethnic clothes.
