Sharif emphasized the need for negotiations to address these disputes. However, Indian Prime Minister Narendra Modi has maintained that any dialogue with Pakistan will be limited to the return of Pakistan-occupied Kashmir and the issue of terrorism, asserting that "terror and talks cannot happen at the same time" and "blood and water cannot flow together."
